I don't think you can generalize. Some horses need flare and others don't. Pie and Missy are fairly straight from shoulder through back, and Red has more of what could be called an "Arab" back - short backed, with a lot of flare needed in the shoulder and at the back of the saddle, and flatter through the back.
I'm a big fan of About the Horse (Black Rhino) saddles - they do have flare and rock, but in conjunction with a tree that fits the rest of the horse's back.

This is just one saddle tree makers opinion, and every tree is different. My Wade tree has a bit of flare to the bars and it doesn't slide forward.
